Why it happens
- An ACL change on the file
- A file inside a folder the user cannot read
- A roaming container with restrictive permissions
Work through these in order
- Fix the ACL on the file and folder
- Move the file to a readable location
- Copy it locally and retry

Do not keep working files in container folders with restrictive ACLs.
